A best of judgement assessment may be raised by the tax authority where a taxpayer:

AFiles a return the authority considers understated or fails to file at allCORRECT

Why the answer is A, and why the others tempt you.
Where no return is filed, or the authority is not satisfied with the return submitted, it may assess the taxpayer to the best of its judgement. The burden then falls on the taxpayer to displace the assessment with proper records.
