Section 9 of Nigeria's 1999 Constitution provides that an amendment requires a two-thirds majority of all members of each house of the National Assembly and the approval of resolutions by the Houses of Assembly of not less than two-thirds of all the states. This stringent requirement makes the Nigerian constitution a rigid one. A simple majority or approval by one house alone is insufficient.
